Waste & Recycling Working Group

Concern

Low residential recycling rates and illegal dumping are two areas of concern within the City of Camden.

Goals

To facilitate practices that minimize and recycle waste products and deter residents and visitors from illegal dumping, establish a "zero waste" goal by educating residents and simplifying the recycling process.

Focus Area:

  • Composting
  • Illegal Dumping
  • "Junk Yards"
  • Municipal Recycling Contract

Accomplishments

1. Recycling specification modified to obtain more advantageous contract.

2. Undertook partnerships with the Camden County Police Department (CCPD) to begin reducing illegal dumping.

3. Assisted with partnership between the City of Camden and New Jersey Department of Environmental Protection (NJDEP) for NJDEP's pilot illegal dumping program which resulted in the clean-up of one of the State's largest illegal dumping hotspots.

Looking Forward

  • Develop a marketing and education strategy to strengthen waste disposal and recycling programs
  • Create educational pamphlet/flyer to educate property owners, tenants and haulers about the importance of preventing illegal dumping
  • Create mailer on illegal dumping for residents and distribute to CCMUA customers
  • Alert homeowners that DPW investigates and distribute to CCMUA customers
  • Alert homeowners that DPW investigates illegal dumping and will fine illegal dumpers or property owner if illegal dumper cannot be identified
  • Research existing illegal dumping ordinances to adopt
  • Identify ways to enforce appropriate fines/penalties for illegal dumping, including the reinforcement or penalties via the court system
  • List illegal dumping perpetrators on city and state websites through a public shaming campaign that publicizes fines
  • Meet with PD to discuss prioritization of illegal dumping
